According to the reason of the contradiction，in this essay we think that we should take all kinds of measures such as strengthen the direction of scientific theory，complete the regulation，carry out the law strictly，improve the compensation standard，strengthen all kinds of supervision，open the resolving channel to prevent and resolve the contradiction.
