The filed surveys on the civil organizations that participated in the disaster rescue and post-disaster reconstruction revealed that，the civil organizations have played positive roles in various aspects owing to their advantages in the efficiency of combined actions，the wide range of social involvement，and the strength in the ability of resource allocation. In the process of disaster rescue，the civil organizations have exhibited their strengths in aspects such as professional and technical expertise，the efficiency and flexibility of actions，the powerful organizations，and the abilities of communication and social involvement. Beijing Confronted with the huge challenges of post-disaster reconstruction，a diversified mechanism of participation should be set up in order to encourage more extensive participation of the society and more positive roles played by the civil organizations.
