Since the 1980’s，with the dramatic changes in Japanese society and the development trend of diversification of national values，a large number of nonprofit organizations（NPO）have began to appear. The nonprofit civic organizations，consisting of the people who have the same interests，can provide various services to carry out a wide range of public activities，and play an increasing role in the management of national social affairs. It has solved the some problems in the Japanese social structure and institutions，and become a positive force for the development of Japanese society.
