本文在简要回顾2008年全国房地产市场发展和政府救市政策措施的基础上,重点研究各地出台的住房公积金救市政策措施种类和内容,探讨住房公积金新政救市的作用机制,评估新政的实际效果,认为公积金贷款扩额救市效果难以起色的原因在于央行同期大幅下调利率的抵消作用。本文对2009~2010年我国住房公积金的政策走向做出前瞻性评述。
<<The paper summarizes the policies promulgated by both national and local governments to stimulate the property market development in 2008 and the general effects toward the market. It scrutinizes those stimulus policies of housing provident fund by local governments and analyzes the functioning mechanism. The paper concludes that the policy-maker’s anticipation for the positive effect by strengthening the housing provident mortgage loan policies was almost offset by the simultaneous interest rate cut in the 4th quarter of 2008. The paper finally comments on the housing provident fund policies trend in 2009 & 2010.
