In recent years，CPC Guangzhou Municipal Committee and Guangzhou Municipal Government strive to create a system climate for sci-tech innovation，accelerate the construction of innovation infrastructure and improve indigenous innovation capability. Enterprises’ expenditure on innovation grows and their innovation awareness as well. The construction of indigenous innovation capability and sci-tech innovation system gains outstanding achievements. However，comparing with domestic leading cities，Guangzhou’s innovation driving force lags behind. The reasons are：traditional industry accounts for a considerable proportion in Guangzhou’s industry structure，small enterprises account for large proportion and their technology structure is still in lower level and unable to undertake technology improvement or product innovation，enterprises are over exogenous and rely on OEM path leading to lack of industry innovation impetus，the role of existing investment and financing system supporting the indigenous innovation needs to be strengthened，the absence of sci-tech incentive mechanism and insufficient of intellectual property protection and innovation culture atmosphere inhibit entrepreneurs’ passion for technology innovation. From now on，the guiding role of pilot programs should be emphasized and the guarantee of risk compensation be strengthened，the function of push from government and pull from market be increased. Giving full play the catalytic role of innovation climate and improving Guangzhou’s sci-tech innovation power further through related policies.
