According to the small kinetic energy development of electronic information manufacturing industry as well as missing of the core of the industrial chain links in Guangzhou，by to draw lessons from the advanced experience of other brother cities，and combine with the global electronic information industry development and trends in the law，this paper objectively，deeply，systematically，comprehensively analyzes the characteristic and the foundation of electronic information manufacturing industry development in Guangzhou，and the fixed position of industrial division in the world，the nation even in the Pearl River Delta Region. At the same time this research objectively analyzes the development environment of the electronic information manufacturing industry in Guangzhou at home and abroad. Then it proposes to carry out the four major strategies of the “Leader-led”，“Independent innovation”，“Differences in development” and “Optimized environment”. Through strong government’s macro-guidance and policy support to promote rapidly，healthily and coordinately development in electronic information industry.
