This paper first reviews the development process of Guangzhou city and horbor，then analyses the existing character of the utilization of Pearl River coastland and Guangzhou harbor，finally according to the new layout of Guangzhou harbor brings out the strategies for the utilization of Pearl River on three agendas，which will try to solve the urban questions on macroimage such as the lack of waterfronts public space and landuse environment，improve urban environments and living conditions，shap Guangzhou as a modern picturesque city with local identities and international city in the region.
