Since the establishment of the Macao Special Administrative Region，particularly after the liberalization of the gaming sector in 2002，the economy has developed quickly and the society has transformed rapidly. To adapt to changes in situation，it is essential to accelerate the pace of reform and emphasize on institution-building，and that institutional reform and construction in different domains must match up together to form a system to exalt composite effectiveness. Only through improving and perfecting institutional arrangements，can current outstanding social conflicts be alleviated and future challenges be responded.
