Migrant workers are the special social groups during Chinese social transition and system change. However they are also an important part of industrial workers at present. The protection of migrant workers legitimate rights and interests is a key factor that affects social stability. This paper analyses the main questions and the existence reasons，and talk about how to protect the legitimate rights and interests of migrant workers by the idea conversion，system innovation，and organizational management.
