Emission reduction was made a major breakthrough in 2007，because of the effective implementation of project mitigation，structural mitigation and monitoring of emission reduction. In the first three quarters of 2008，emissions of chemical oxygen demand（COD），a measure of water pollution，were 2.7 percent less than that of the same period of last year. In terms of air pollution，sulfur dioxide emissions，mainly from coal use，were dropped 4.2 percent from last year’s amount. Overall，urban environmental quality was improved，and the ecological environment was stable. Urban government should attach importance to municipal solid waste problem. Urban environmental quality will continue to be improved in 2009.
