Urban management comprehensive law enforcement reform is highly important to the reform of urban management system. It has achieved remarkable effect in the past decade，however，the weaker points of the institutionally design became apparent. Therefore，we need to carry forward the reform，establish and improve the unban management system comprising legislation，law enforcement and supervision. Meanwhile，we have to preserve the city’s vitality and order，and give due consideration to both individual interests and the interests of the city as a whole.
