2008 witnessed the world economics cold snap，and stagnant factors gradually showed in this year. However，Chinese economy can maintain a sound momentum of development in the foreseeable future. Economic development needs the support of energy. Under the new situations of shortage of conventional energy and environment pollution，developing new energy and renewable energy resources is the only choice of current and future strategic energy in China. This report reviews the development conditions of new energy in the world and China，and analyzes all kinds of restrains faced by new energy development. On this basis，we put forward some policy suggestions related to them.
