Energy shortage and environmental pollution problems，have become the focus and hot topics of world economic development issues.In 2008，China’s energy-saving emission reduction，energy efficiency has made significant progress.Compare to the developed countries，however，our country’s energy consumption per-unit output value and the carbon intensity per unit output value have a large gap with those.In the face of resources and the environment pressure，practicing a low-carbon energy efficiency reform is the most simple and effective measures to solve currently our energy and environmental issues.
