After taking office, the Obama administration has set about adjusting U.S. counterterrorism strategy.Based on the "counterterrorism legacy" inherited from the Bush administration and the changes in the global terrorism, this adjusting has decreased the relative importance of counterterrorism in the U.S. national security strategy. The Obama administration's counterterrorism strategy has re-prioritized the elements in the counterterrorism strategy framework inherited from the Bush administration, deemphasizing the military means, and simultaneously stressing the engagement with the Muslim world. Besides, the Obama administration has added some new elements to the U.S. counterterrorism strategy formed in the Bush presidency. The Obama administration's adjustments for the U.S. counterterrorism would have some implications for China's foreign strategy.
