In 2009，Huangpu District promoted the construction project of cultural facility for grassroots，established a healthy and complete public cultural service system，launched cultural activities in public interests，consolidated the construction of cultural front for the grass-roots，and protected，utilized and developed the cultural relic，which further enhanced the comprehensive competitiveness and cultural soft power of Huangpu District. In 2010，Huangpu District will continue to better the grass-roots cultural facilities，further improve the cultural infrastructure network，speed up the construction of key projects，rely on historical and cultural resources，and intensify efforts to enrich the regional cultural connotation，create a harmonious social and cultural environment，deepen the reform of cultural system and strengthen construction of cultural cadre team.
