This study selected the "dry dock" community in Honghuagang district as the study object,Revealed the difficulties of the traditional policing model that faced to the community stability,livelihood of the people and so on. The Honghuagang district put innovative management model as a starting point and achieved three large transformations which from the traditional policing model to the community policing model: from the passive repression to the initiative dredge, from the decentralization to the organization, from the homogeneity to the diversification. And then, the "dry dock"community achieved an excellent situation which the members "living in peace" and "working in contentment". The three transformations also play an important role in maintaining the stability of the community, implementing the livelihood of the people, promoting harmonious relations among the members of the community and stimulating the vitality of the community development and so on. <<
