Water is not only natural and economic resources，but also an important strategic resource which plays an irreplaceable role in social economic development.As the urban population gradually increases，people’s living standard is improved，and the urbanization process is accelerated，the demand on water in Guangzhou city shows great increase，which results in the serious situation of water crisis.Therefore，it is accepted that an important issue to carrying out water saving works.Particularly as water has recently increased in price，the measures to improve water use efficiency is a priority.In this paper，the present water-saving policy in Guangzhou city is investigated，and their disadvantages are discussed.Finally，many policies are put forward to promote water saving in the hope of sustainable development among the society，economy and resource.
