This article first reviews the major work done in 2008 concerning the culture construction of Huadu District of Guangzhou city. With achievements acknowledged，five existing problems as well as drawbacks are listed. Moreover，an in-depth analysis and summary of experience related to culture development in Huadu District is also made. Meanwhile，based on the working deployment by the leader combined with the actual local situation，the author makes a concrete and specific plan and prospect about the five significant tasks of developing the district culture prosperously in 2009.
