In 2008 Zengcheng District took the chance of being the demonstration place of scientific development leaded by central government and carried out studying and practicing the activity of the Scientific Outlook on Development to solve difficult problems existing in culture development in Zengcheng，explore new path for culture system and mechanism，keep innovating forms of activity，and gain good results in culture service work；to meet the culture demands of both urban and rural citizens，set up information service platform；to bring the square series culture activities onto market，cultivate cultural consumption market，foster the development of culture industry；to constitute the Construction Planning for Public Culture Service Project of Zengcheng to set a model for public service system construction.
