针对目前花都农村文化发展存在设施落后、经费投入不足、机构不健全、缺乏考核奖惩机制等问题，提出加强领导、完善文化设施建设、实行考评制度、丰富文化活动、重视人才培养、创新投融资机制等对策和措施，构建花都农村文化发展的长效机制，切实保障人民群众的基本文化权益。
<<There is a problem in rural cultural development of Huadu that the fundamental facilities are backward，the mechanism is imperfect and even lack of rewards and punishment system. The report urges strategy measures to strengthen the leadership，build cultural facilities，carry on the evaluation system，enrich the cultural life，innovate the investment and financing system to construct the effective system of rural cultural development and protect the people’s basic culture rights.
