After several decades fast development，China has already become a giant resource consumption country which facing a serious recourse and environment constraint. The 17th congress report requires to construct zoology civilization，enhance base industry and establishment construction，and quickly develop modern resource industry and general transportation system，in order to effectively cushion china’s economic development constraint caused by recourse factor，advance recourse using efficiency，enhance environment treatment，build scientific and reasonable resource development system. Presently，energy saving and emission reduction has been proposed to a national strategic level，which is the most important point in 2008 China’s economy. How to construct a complete development system and administer more actual system guarantee is an issue that needs deep discussion.
