In order to promote the reconstruction and planning of education in quake-hit areas，special funds were established by both the central and local governments of all levels，and a policy “one province helps one country in carthquake-hit area” was carried out. The reconstruction plan gave priority to the standards of school facilities，the primary and middle schools were relatively integrated in allocation，and the scale of boarding schools and ratio of boarding students were increased. Many non-government organizations also took part in the educational reconstruction in quake-hit areas，and a lot of valuable opinions and suggestions were concluded based upon which.
