Ministry of Education and local educational administrative organizations carried on the enrollment system reform of general colleges and universities moderately in 2008. According to the definition on responsibilities of educational administrative departments，and the publicity of enrollment policies and procedures，Ministry of Education promoted significant amelioration. Educational administrative departments of each province also took effective reforms on the issued procedures of new project for college entrance examination，standardizing schools legally，parallel application in enrollment and other aspects，which will facilitate the reform of college entrance examination striding to the open，fair and just aim.
