On the basis of carrying out overall accounting in hospitals and considering the development of regional financial supervision information system in medical institutions，the further development plan is formulated by the Financial Department of Beijing Municipal Health Bureau and the Social Security Department of Beijing Municipal Finance Bureau. It embodied three core objectives as follow：amending hospital compensation mechanism，improving operating efficiency and the rationalization of resource allocation.
