Many cities of China are undergoing a “urban management” boom. The capitals of “urban management” rely heavily on land leasing and land mortgages and the local governments caught the land-dependence disease. This gave rise to that real estate development kidnapped the urban construction and the local governments. The behavior of local governments became short-sighted and resulted in plenty of problems and harm. To solve this problem，we need a comprehensive reform from all respects.
