Through the co-operation between administrative law enforcement and the criminal investigation in the food and drug field，the execution linkage mechanism can strengthen the effort in fighting illegal behavior related to food and drug in order to prevent the phenomenon of “administrative punishment instead of criminal penalties”，thus effectively securing the safety of food and drug under the third-party supervision mechanism. Based on a theoretical research，this article focuses on an empirical investigation of the performance of food and drug execution linkage mechanism in Shanghai. A scrutinized description of current situation and a set of quantitative analysis were introduced to provide references to improve the execution linkage mechanism on food and drug.
