With the upsurge in overseas study in recent years, the high outflow of Chinese students and the relatively low inflow of foreign students have led to an education deficit for China. This imbalance not only highlights the fierce international competition that the Chinese higher education sector faces, but also underlines problems in China's talents cultivation system, pointing to the urgent need for China to improve its ability in cultivating internationalized talents. The first part of this paper reviews the development and characteristics of Chinese educational deficit, offering an in-depth analysis of the causes of this deficit and relevant difficulties in that process. Then, based on this analysis, the paper proposes suggestions on how to enhance China's international talents cultivation system from the following aspects: reform of education system; Sino-foreign cooperation in running schools; pilot program of education internationalization; international student scholarships and employment policy; policy openness and policy promotion, and so on.
