《国家中长期教育改革与发展规划纲要》的制定是2009年教育界最重要的大事。围绕《规划纲要》的制定开展了深入的调研，采取了公开决策、问计于民的方法，社会各界广泛参与，建言献策；但公众参与的有效机制仍有待真正建立。
<<The formulation of National Guidelines for Medium- and Long-term Educational Reform and Development is a significant event in education in 2009. For successful formulation of the Guidelines，in-depth survey was conducted and transparent decision-making adopted to invite public participation and suggestions. A more effective mechanism for public participation is still ready to be establish.
