Educational Public Benefit Organizations （PBOs） were arisen in China in 1990s，and thrived in 21st century，although still being a minor power. This group is composed by volunteer organizations，public benefit schools，social study groups that initiate public campaign，affect public policy，develop and provide diverse educational resources，provide professional education development and technical support，offer teaching assistance and tuition grants. While expanding their scope，PBOs are facing challenges such as overcoming the hurdle in education system，improving management and professional level，and establishing a sustainable work model.
