Compulsory and standard pre-school education has become a hot issue in pre-school education in 2009. Insufficient input，ambiguous orientation，unsmooth development are existed.. For further development of pre-school education，“a third road” is necessary，with neither government nor the market taking all the responsibility. The goal is to promote pre-school education，realize equity，and safeguard its nature of public benefit. Increasing financial input and system innovation will further ensure the development of pre-school education in China.
