This article is a primary study on the recent development of special education in China and elucidate the present focus. The development of special education calls for participation of both government and social communities. The key issues are to be addressed in this process：formulating laws and specific regulations on special education，and establishing accurate and comprehensive data containing the basic information of disabled children in China.
