The policy of national stipend in secondary vocational schools was implemented in 2007. According to a research about the implementation of this policy in several provinces/autonomous regions，cities/prefecture，township，the stipend policy is conducive to educational equality，improvement of life quality of poor students，development of secondary vocational education，and poverty relief. Further efforts are still needed to address problems in stipend application，management，allocation and supervision.
