On the basis of a research and analysis on distance education project of western rural elementary and secondary schools in four counties in Gansu Province，we concluded that the project failed to achieve its planned goal，despite its strategic significance. Distance education in these areas is still at a rudimentary level，impeded by scarcity of faculty and inconsistency of resources. The next step is to ensure a more active and user-friendly access to distance education for more teachers.
