To implement Reform，Development and Planning Program of Pearl River Delta Area （2008-2020），the further discussion of resources and environmental price reforms together with the development of recycle economy is the current hot spot in academia，government and society，this paper proposed to set the resources and environmental values；to establish sound local legislation to promote the development of recycle economy；mobilize the energies of enterprises to reduce and accomplish the objective by price mechanism；promoting eco-environment through price compensation.
