人才资源是第一资源，人才问题是关系党和国家事业发展的关键问题。党政人才、企业经营管理人才、专业技术人才、高技能人才、社会工作人才、公共文化人才和农村实用人才，是我国高素质人才队伍的重要组成部分。尽管这七支人才队伍目前存在着总量不足、结构不合理等多方面的问题，但在中央的高度重视下，随着经济社会的不断发展，人才发展会逐渐呈现良性格局。预计到2020年，党政人才需求量保持在625万人左右，企业经营管理人才需求量为3858万～4255万人，专业技术人才需求量为7945万～8127万人，高技能人才需求量为3957万～4030万人，社会工作人才需求量为285万人左右，公共文化人才需求量为510万人左右，农村实用人才需求量为1731万～1892万人。对七支人才队伍的需求总量为1。89亿～1。97亿人。
<<The Human Resource is one of the most important resources and it is a key factor to development of CPC and state. Public servants，managers，the professional and technical，the skilled，social workers，public culture staff and farmers are important kinds of human resource. Although there are many problems with seven kinds of human resource，they will become better and better with the care of CCCPC and development of economy and social society. It predicts that the needs for public servants，managers，the professional and technical，the skilled，social workers，public culture staff and farmers will separately reach 6.25million，38.58-42.55million，79.45-81.27million，39.57-40.3million，2.85million，5.1million，17.31-18.92million and the total amount will reach 189-197million till 2020.
