In recent years，the community civil organizations have played an increasingly important role in the governance of communities in many Chinese cities. However，the community civil organizations in China are generally weak at present. Nowadays there are still many problems with government’s policy and supervision over the community civil organizations and the community civil organizations themselves，especially with how the government guides and encourages the community civil organizations to participate in providing public services. To solve those problems，the key is that the government should place more importance in the community civil organizations and support their development. In terms of a modern society，in order to construct the “Small Government，Big Society” framework and build a harmonious society by a new type of governance model，government must strengthen its support，guidance and supervision over the community civil organizations，help them play their roles in providing public services at their best，have interactions with the civil organizations，and eventually achieve the good governance and social harmony.
