In 2008，the National People’s Congress and its Standing Committee had adopted 2 laws and amended 5 laws，and the State Council had adopted and amended 28 pieces of administrative regulations.The legal system of the socialist market economy had been improved by the formulation and adoption of such laws and administrative regulations as the Law on State-owned Assets in Enterprises，the Regulations on the Supervision and Administration of Securities Companies；In accordance with the requirements of conserving energy resources，protecting the environment and prompting the sustainable social development，the Law on the Promotion of Recycling Economy，the Law on the Prevention and Control of Water Pollution，Regulations on Energy Conservation for Public Institutions，and Regulations on Energy Conservation for buildings for Civil Use and other laws and administrative regulations have been adopted or amended；The adoption of the Law on the Protection of Disabled Persons，the Law on the Prevention and Mitigation of Earthquake Disasters，Regulations on the Supervision and Administration of the Quality and Safety of Dairy Products，and Regulations on the Recovery and Reconstruction of Wenchuan after the Earthquake Disaster and other related laws and regulations had provided strong legal support for the improvement of people’s life，strengthening of harmonious society，and protecting citizens’ rights.The legislative work in China in the year 2008 had the following characteristics：equal importance was laid on formulating new laws and on amending existing laws；further efforts were made to democratize and rationalize the legislative process，and more attention is paid to the sorting out of existing laws and regulations.
