In the past 30 years of reform and opening-up，China has made historic progress in the development of a military legal system which has played an important role in promoting national defense and military construction.This report introduces the main achievements made in the construction of military legal system since the Third Plenary Session of the 11th Central Committee of the Communist Party of China，summarizes the basic experience in the rapid development of this system，and explores the ways of creating a new situation in the construction of military legal system through the continuously implementation of the policy of reform and opening-up in 21 century.
