Article 23 of the Basic Law of Macao SAR provides for an obligation for the Macao SAR to enact on its own a National Security Act.The crimes mentioned by the Article 23 of the Basic Law should be prescribed in the National Security Act of Macao SAR，but the forms and connotations of such crimes may be provided for according to the Portugal legal concepts and traditional operational model of Macao.The time limit for the adoption of this act provided for in Article 23 of the Basic Law can be extended where appropriate，but not indefinitely.Preferably，the Act should be adopted by Legislative Council before the end of the second term of the Chief Executive Mr.Edmund Ho Hau Wah.
