    住房法治发展状况

    摘要

    改革开放以后,随着经济的发展和人口的增加,中国住宅紧张的形势十分严峻。为了解决这个问题,中国开始改革原有的以城市职工为主体的住宅福利制度,停止实物分房,实行货币分房。通过住宅商品化政策,发展建筑业和房地产业,较快解决了住宅短缺问题。但与此同时,却没有适时建立以弱势群体为对象的住房权保障制度,保障性住房建设不尽如人意,商品住房价格节节升高,住房可承受性问题趋于严峻。

    Abstract

    With the economic development and increase of population since the reform and opening-up,the problem of shortage of housing in China have become more and more serious. To deal with this problem,the Chinese government has begun to reform the welfare housing system which covers mainly employees of state-owned institutions and enterprises in urban areas by stopping the allocation of free housing and implementing a monetized public housing distribution system,and through the commercialization housing and promotion of the development of construction and housing industries,put to and end to the shortage of housing in a relatively short time period. At the same time,however,the government has failed to establish in a timely manner a system for the safeguarding of housing right of disadvantaged groups of the society. The construction of low-cost housing is far from satisfactory and the price of commercialized housing is rising all the time,resulting in serious problem of affordability of housing in China.
