Through an investigation on the government work of fighting snow and frost disaster in Guizhou Province，this report summarizes the useful experiences in the construction of government emergency response system as well as the problems to which attention must be paid. The report points out that，the success of the anti-snow and frost disaster work in Guizhou Province should be attributed to the gradual perfection of the emergency plan system，which is conducive to enhancing emergency consciousness，improving early warning mechanism，and raising decision-making efficiency. As for the shortcomings of the current emergency plan system，the report points out that operability of such system needs to be improved，the cohesion between different parts of the plan needs to be reinforced，the rehearsal mechanism needs to be strengthened，and the revision procedure needs to be clarified .
