In 2009，the Chinese Government promulgated a series of stimuli policies for economic development，maintaining the passion for investing in the western regions. Among the others，hydropower and mineral resources development are vigorously promoted. Coupled with simplification of EIA approving process and inadequacy of supervision，such trend has resulted in the escalation of threats to the natural and ecological environment in the western regions.
