This paper is intended to introduce，in the perspective of right authorization，the garbage incineration issue that triggers strong dispute in public，and to analyze the rights and responsibilities as well as roles in the standpoints of government，experts，environmental protection organization and citizens. The author believes that citizens are more and more aware of right safeguarding and participation. However，the lack of procedural justice is the major cause of disputes. At the same time，obviously disagreed opinions among experts damage their public credibility，while the environmental NGOs are not yet prepared for this kind of dispute.
