In recent years，the national macro-level strategy for the establishment of cultural innovation puts forward a new request for the government as a strategic implementation of the Government system of cultural production，organization and management functions of the system，reflects the basic direction of the transition from national traditional culture to the business-building system-Panorama Architecture-an innovative system of cultural production and organization as a clear division of labor based on the industry-Professional Category-Production management，and reflects the establishment and improvement of the national cultural innovation system. The transition process contains the connotation in the three levels：the development level，cultural innovation of the State System represents a new development stage following stages of planning a new development stage；the reform level，cultural innovation of the State System reflects the new development models of cultural innovation following the reform in culture system and the cultural industries；the management level，cultural innovation of the State System represents the construction of multi-cultural management following “two-track” management in cultural undertakings and cultural industries.
