In a theoretical representation of intrinsic anxiety，this paper discusses the necessity and feasibility towards the institutional innovation of Chinese cultural system，makes a unique interpretation of some roadmaps for the cultural system reform from the speculative dimension of public cultural policy study paradigm，and puts forwards a new proposition that the general institutional design shall precede the specific cultural system reforms.
