Cultural Rights is the key idea of culture development. With the advance of times，culture has been playing more and more important role in people’s daily life and the international affairs. At the same time，the issue of cultural rights has been paid more and more attention to by the citizens，the governments and the academicians. Meanwhile，the theory of Governance is a very significant theory in the fields of Modern Politics and Public Management，providing the crucial basis and method for the management of public affairs which contains cultural affairs. On the foundation of interpreting the basic ideas of Cultural Rights and Governance，and of analyzing the relation of the two notions，this paper is to point out that Cultural Rights is the core idea of public culture construction and the formation of Governance is the key institutional arrangement of public culture construction.
