金融危机对英国造成了重大打击,经济产出下降,失业率飙升,政府为救助银行业而深陷财政赤字泥淖。因应对危机不力,执政13年的工党政府在2010年大选中下台,新上任的联合政府权衡利弊,确立了以“减赤”为核心的经济紧缩方针。围绕这个方针,政府努力开源节流,一方面增加税收,一方面削减开支。但两方面的政策在推行过程中均遇到强大阻力,尤其是在削减福利开支上,引发民众强烈不满。更为糟糕的是,危机发生四年多后,英国经济仍未看到复苏的迹象。随着紧缩政策实施范围的不断扩大,预计联合政府将面临更大反弹。如何处理好“减赤”与经济复苏之间的关系,是摆在联合政府面前的第一大难题。
<<The UK economy took a severe hit during the 2008/2009 financial crisis. Output plunged,and unemployment soared,leaving the government with a huge debt as the effects of bailing out the banks kicked in. The Labour Party bore the blame in the 2010 general election,making way for a new coalition government which established“deficit reduction”as its most urgent task. However,the coalition government encountered massive resistance in rolling out its spending cuts program,which in turn led to big drops in the polling rate of both the Conservative Party and the Liberal Democratic Party. Over four years into the crisis,with the economy still in the midst of the most severe and protracted recession since the Second World War,the coalition government faces a great deal of uncertainty in trying to steer the UK economy out of the uncharted water.
