In 2010，the National People’s Congress and its Standing Committee have adopted six，and amended eight，laws. The State Council has adopted and amended nineteen administrative regulations. Meanwhile，legislative organs at various levels continue to review the existing laws and regulations with a view to improving the system of laws and regulations and ultimately establishing a socialist legal system with Chinese characteristics. Against this background，China should strengthen the enforcement of law while at the same time establish an optimization mechanism so as to further improve the socialist legal system.
