After repeated negotiation and discussion，the measures for the election of the Chief Executive and the Legislative Council in Hong Kong in 2012 has finally been passed and entered into the local legislative procedure，which is no doubt of great significance to the active and prudent advancement of political reform in Hong Kong. It is expected that，in the local legislative procedure，heated debate will occur over the concrete methods of election，of which the election of new seats in district councils and the methods for determining constituency will be the key links. Such methods should be in compliance with the spirit and the concrete provisions of the Basic Law and conducive to the improvement，rather than abolition in disguise form，of the functional body election system and to the gradual advancement of political reform in Hong Kong.
