2010年刑事案件数量持续保持高位，但严重暴力犯罪下降趋势明显，社会安全感上升，全国社会治安形势总体稳定。2011年刑事案件会继续维持高位，可能会出现止升甚至下降的态势，但是社会治安压力仍较大。
